Herod Antipas, the Roman appointed ruler of Galilee and Perea, hears of Jesus’ ministry and is worried that this is John the Baptist who has risen from the dead. Matthew fills in the details as to how John’s death came to pass and why Herod was so concerned about his part in it. Matthew shows us a ruler who was a weak man, desperate to please anyone and everyone, who was fascinated by John even though John had publically called out Herod’s immorality. Herod’s foolishness led to John’s execution and the end of his ministry.
